Framework agreement for cooperation between the French Mountain Cluster and the Kyrgyz Mountain Cluster

Hereinafter referred to collectively as the "Parties" and individually as a "party".
TAKING INTO ACCOUNT THE FACT THAT
A. Kyrgyz MOUNTAIN Cluster has decided to launch a grand project for the development of the mountainous region of the Issyk-Kul region with the intention of creating unique mountainous all-season resorts of international class and realizing the potential of the mountainous regions of Kyrgyzstan. B. French experience in the creation, development and management of mountain resorts is recognized as a world standard in this area. More than fifty years of arrangement of tourist areas in mountainous areas have allowed France to take a leading position in the world market. French know-how is characterized by an integrated approach to the development of mountain regions, the integration of the best technical, social and environmental standards and technologies. THE PARTIES HAVE AGREED AS FOLLOWS
Art. for the development of mountain areas interested in the success of the ambitious Mountain Resort
Project, with the possibility at any time, if necessary, to expand the consortium or merge with it a company that can contribute to the success of the Project. This business partnership can be established as a Franco-Kyrgyz partnership that will facilitate the preparation, management and development of five key projects (Karakol, Boz-Uchuk, Chelpek, Kerege-Tash, Svetlaya Polyana).
Article 2 Planning, Design and Management of the Project
The French Mining Cluster Partners, as a contribution to the preparation of this cooperation, are well placed to integrate French expertise in the planning, design and management of the Project. Both parties agree that the French Mining Cluster will act as the main consultant and integrator of the French experience in the Project.
Article 3 Environmental Standards Taking into account the uniqueness of the natural and cultural heritage of the Issyk-Kul region, both parties agree on the need to design and develop this Project in accordance with the best international standards, they will take this aspect fully into account in the design, implementation and management process project.
Article 4. Implementation After the signing of this Agreement, the Parties will, without fail, conduct the necessary negotiations in order to reach an agreement and strengthen the partnership in order to achieve the best project structure.
Article 6. Non-binding nature This Agreement states only the consent and intention of the parties to cooperate in good faith. This Agreement does not express or imply any legal binding obligation or financial responsibility of the Parties.
