Joint Meeting of Representatives of the State Authorities of Issyk-Kul Region and the Union of Entrepreneurs of Kyrgyzstan "Attracting Investments to the Issyk-Kul Region"

In the context of the development of the Issyk-Kul Region and the improvement of the well-being of the population, quality of life, as well as the expansion of economic potential through attracting investments, the following decisions have been MADE:

  1. To consider it advisable to create a registry of investment projects that are a priority for the Issyk-Kul Region. Prepare an action plan for its formation and approval.
  2. To take into account the principles of cluster management by combining territorial and sectoral approaches. To identify the project "Ski Cluster" as a pilot project, including projects according to Appendix No. 1.
  3. To petition the Government of the Kyrgyz Republic and the National Council for Sustainable Development (NCSR) to include the "Ski Cluster" project in the list of National Projects, taking into account its social and economic impact, as well as the institutional effect on the Issyk-Kul and other regions of the Kyrgyz Republic.
  4. To petition the Government of the Kyrgyz Republic to include the "Ski Cluster" project in the list of projects implemented on the principles of public-private partnership.
  5. To recommend that state authorities regularly and systematically cooperate with the business community of the tourism industry, united in self-regulatory organizations (SROs).

In this regard:

  1. To form a joint working group with representatives of the SRO "Ski Cluster" according to Appendix No. 2.
  2. To instruct the working group to prepare a work plan for the current year, a draft budget;
  3. To instruct the working group to prepare an action plan for the creation of a registry of priority investment projects;
  4. To instruct the working group to provide the meeting participants with prepared information in a timely manner, no later than June 17, 2013.

Appendix No.2

List of Working Group Members

Following the joint meeting of representatives from the government agencies of the Issyk-Kul region and the Union of Entrepreneurs of Kyrgyzstan on "Attracting Investments into the Issyk-Kul Region," a working group has been formed with the following composition:

  1. Osmonbayev Nurbek Toktorbayevich - Head of the Deputy Representative's Office of the Government of the Kyrgyz Republic in the Issyk-Kul region.
  2. Kenenbaev Erkinbek Amankojoyevich - Head of the sector for tourism and investment attraction at the office of the Representative of the Government of the Kyrgyz Republic in the Issyk-Kul region.
  3. Asanaliev Kubanychbek Aytbayevich - Senior specialist in the sector for tourism and investment attraction at the office of the Representative of the Government of the Kyrgyz Republic.
  4. Khalitov Mikhail Gilfanovich - President of the "Ski Cluster" Association.
  5. Stepanyuk Yulia Alexandrovna - Secretary of the "Ski Cluster" Association.
  6. Ibakov Emil Kenepovich - Director of the Private Enterprise "Ibakov E." - member of the "Ski Cluster" Association.
