Resolution of the Conference 'Ski Cluster and Competitiveness of Kyrgyzstan'

The Conference "Ski Cluster and Competitiveness of Kyrgyzstan" was held on July 4, 2013 in Bishkek. The conference was organized by the Secretariat of the Council for Business Development and Investments under the Government of the Kyrgyz Republic, the Department of Tourism under the Ministry of Culture, Information and Tourism of the Kyrgyz Republic and the Mountain Cluster Association with the support of the United Nations Development Program in the Kyrgyz Republic.

Representatives of ministries, departments, representative offices of the Government of the Kyrgyz Republic in the regions, local authorities, and business associations took part in the Conference "Skiing Cluster and Competitiveness of Kyrgyzstan".

The main purpose of the conference was to discuss the project for the development of the ski cluster in the field of tourism and the presentation of the "Ski Aster" Concept for 2013 - 2017. Representatives of the Secretariat of the Council for Business Development and Investments under the Government of the Kyrgyz Republic, the Department of Tourism under Ministry of Culture, Information and Tourism of the Kyrgyz Republic. The participants were given presentations by A. Alymkulov, a member of the Mountain Cluster Association. ski cluster.

At the conference, the Department of Tourism under the Ministry of Foreign Affairs of the Kyrgyz Republic informed about its readiness for cooperation with the Mountain Cluster Association and suggested that in the future the issues of implementing this project be solved jointly. The Department stressed the need to promote and develop the Ski Cluster project. At the same time, the Department also informed that in addition to the ski cluster, it will promote other areas of tourism.

In addition, the Department proposed to make a qualitative SWOT analysis of the Ski Cluster project, to conduct a study on the readiness of the local population to implement this project, to work out the issues of training the maintenance staff of ski resorts and the local population.

The representative of the City Kenesh of the city of Karakol provided information about the revival of the city of Karakol in the winter, about the prospects for ski tourism, about the fact that 20-30 new guest houses are being built in the city of Karakol every year, about the readiness and desire of the local population to implement the Ski Cluster project.

The participants of the conference, taking into account that the development of tourism is an integral part of the country's economic policy, taking into account international experience, successful practices in the development of this area of ​​tourism, the priority of tourism for the sustainable development of the country, proposed to develop changes in the country's legislation, integrate the issues of the Ski Cluster project into existing development strategies at the national and local levels, to work out the development of a feasibility study for ski cluster projects, the safety of tourists and the local population, the issues of rapid self-sufficiency of cluster projects, the issues of delivering tourists to ski resorts, to study the market of potential participants in the ski cluster.

It was also proposed to speed up the development of agreed preparatory documents to reduce administrative barriers to launching the project, to inform all interested ministries and departments, the donor community and international organizations about the results of the conference to mobilize resources for the implementation of the Ski Cluster project.

The conference participants supported the efforts of the Government of the Kyrgyz Republic in promoting tourism as a priority areaof ​​socio-economic development and actions to include the "Development of the Ski Cluster" project in the list of investment projects of the National Strategy for Sustainable Development of the Kyrgyz Republic 2013-2017. The participants took into account that this activity is carried out as part of the implementation of the decision of the meeting of the National Council for Sustainable Development of the Kyrgyz Republic dated May 14, 2013.

Based on the results of the conference, taking into account the discussion, the participants adopted the following resolution:

1. Take note of the information from the Secretariat of the Council for Business Development and Investment under the Government of the Kyrgyz Republic, the Department of Tourism under the Ministry of Culture, Information and Tourism of the Kyrgyz Republic, the Mountain Cluster Association, the company "Mountek Corporation";
2. In general, to support the draft Concept "Mountain Ski Cluster" for 2013 - 2017, developed by the Association "Mountain Cluster";
3. Take into account the comments made regarding the involvement of ministries and departments, the Government of the Kyrgyz Republic, the donor community in the preparation and implementation of the Ski Cluster project;
4. Propose to the Government of the Kyrgyz Republic to create a working group for the development and implementation of the "Mountain Ski Cluster" project, which will include the relevant government agencies, representatives of the business community, international development partners, which will provide broad information to the public, the donor community on the launch of the "Mountain Ski cluster”, finalization and provision of relevant project documents. Subsequently, the Working Group will finalize the draft Concept of the "Mountain Ski Cluster" for 2013-2017, as well as the Action Plan for the implementation of the "Mountain Ski Cluster" project and the relevant materials attached to the concept. 5. Association "Mountain Cluster" and the Department of Tourism under the Ministry of Culture, Tourism and Information of the Kyrgyz Republic to apply to the Donor Council with a request to provide technical support for the implementation of the project "Mountain Ski Cluster".
